Reimbursement of Prepaid Medical Expenses for Citizens That Seek Emergency Medical Attention AbroadAuthor：資管中心 Date：2017-02-24
Insured persons experiencing injuries or diseases overseas who seek medical attention in overseas medical institutes may apply for a reimbursement with the regional divisions of the NHIA in the location where the affiliation they are enrolled with (for the addresses and phones, see the table below) on the day of outpatient or emergency care or within six months following hospital discharge. In the application, the insured person should enclose the completed application form for a reimbursement of medical expenses, the original copy of the medical care expense receipt and checklist of all expenses, the certificate of diagnosis, and relevant travel records. If they are hospitalized in mainland China for five days (inclusive, excluding the date of hospital discharge), the certificate of diagnosis and the original copy of the medical expense receipt need to be notarized by a notary public in mainland China and verified by the Straits Exchange Foundation after their return to Taiwan before submitting the application.
All amounts shall be reimbursement against receipts. However, amounts shall be limited to the mean value paid to a domestic medical center on a quarterly basis at maximum. The ceiling for the latest quarter (between October and December 2016) is NT$2,071 per outpatient visit; NT$3,395 per visit to the emergency; and NT$ 8,300 per hospitalized day. Therefore, citizens traveling to a country where medical care is relatively expensive may not receive a full reimbursement. They are advised to purchase additional insurance to cover sudden diseases overseas to make up for the insufficiency.
According to NHIA’s statistics, the top 5 injuries or diseases occurring in insured person overseas in 2015 were: acute upper respiratory tract infection, acute bronchitis, surgery and internal medical complications, renal failure, and tonsillitis.
