TaichungArmed Forces General Hospital Joins Hands with Chung Shan Medical University Hospital to Advance Resilient Healthcare

To implement the government’s “Resilient Healthcare” policy and strengthen Taiwan’s disaster medical preparedness and response capacity,Taichung Armed Forces General Hospital and Chung Shan Medical University Hospital officially signed a Memorandum of Cooperation on January 23. The agreement was signed by Major General Shih, Yu-Lung, Superintendent of Taichung Armed Forces General Hospital and Dr. Tsai, Ming-Che, President of Chung Shan Medical University Hospital. On the same day, the two institutions jointly hosted the 2026 Disaster Medicine and Resilient Healthcare Symposium, marking a significant step toward deepening military–civilian medical collaboration.

In the face of increasing risks from climate change and complex disasters, healthcare systems must not only maintain strong professional medical capacity but also establish comprehensive disaster response frameworks and effective cross-institutional cooperation mechanisms. This collaboration represents a concrete effort by the military medical system and civilian healthcare institutions to jointly enhance disaster medical resilience, in alignment with national policy objectives.

The symposium focused on disaster medical preparedness and practical applications, bringing together domestic and international experts in disaster medicine, emergency and critical care, firefighting and rescue, and public health. The program covered a wide range of topics, including disaster and combat casualty care, military–civilian cooperation models, mass casualty incident response, DMAT × USAR earthquake rescue operations and the critical role of emergency departments during disasters. From policy frameworks to clinical practice, the symposium provided a comprehensive exploration of disaster medical resilience.

Taichung Armed Forces General Hospital routinely undertakes responsibilities in medical care and education and training. In the event of major disasters, the hospital must be able to rapidly mobilize and effectively integrate resources. Notably, the hospital’s newly constructed Emergency and Critical Care Building will officially commence operations on January 30, providing more comprehensive emergency, critical care, disaster medical services and further strengthening regional healthcare capacity.

Looking ahead, Taichung Armed Forces General Hospital will continue to deepen collaboration and exchange with civilian healthcare systems, integrating clinical practice, education and disaster response capabilities to progressively build a more comprehensive and resilient disaster medical network, safeguarding public health and the lives of the people.
