This Sustainability Report is the first publicly released document disclosing sustainability information from the Armed Forces Taichung General Hospital. It signifies that the hospital has formally integrated the three major sustainability dimensions—Environmental, Social, and Governance (ESG)—into a systematic management framework and a long-term information disclosure mechanism. Through institutionalized management practices, the hospital continuously strengthens its sustainability governance capabilities, enhances information transparency, and addresses stakeholder expectations. The publication of this report also marks a significant milestone in the hospital’s efforts to promote sustainable development and fulfill its social responsibility as a medical institution.
First Public Release
This report was officially published in September 2026. Beginning in 2026, the hospital established a system for the regular annual release of sustainability information. This system aims to continuously monitor and disclose the hospital’s performance in environmental protection, social responsibility, and governance management. Through transparent and comprehensive communication, it enhances stakeholders’ understanding of and trust in the hospital’s sustainability efforts and achievements. The report primarily covers the main operational site of the Armed Forces Taichung General Hospital—No. 348, Section 2, Zhongshan Road, Taiping District, Taichung City (Taiping General Hospital)—and includes sustainability performance and management outcomes related to key operational activities such as medical services, administrative management, human resources, environmental management, social participation, and governance systems. The hospital defines the disclosure boundary based on actual operational management responsibilities, organizational control capabilities, and data availability principles to ensure that the disclosed information is consistent, complete, comparable, and verifiable, accurately reflecting the impacts of the hospital’s operations on the environment, society, and stakeholders.
Disclosure Period
The disclosure period covered by this report spans from January 1, 2025, to December 31, 2025, encompassing a full year of operational data, management measures, and sustainability performance results. The year 2025 serves as the baseline for the hospital’s sustainability management and performance disclosure. For certain sustainability projects, institutional establishment outcomes, and long-term initiatives, the report appropriately references planning and preparation stages prior to 2025 or extends disclosure to include execution progress and preliminary results beyond December 31, 2025. This approach provides stakeholders with more comprehensive and continuous information. Any data involving estimates, calculations, or modeling are accompanied in the relevant sections by explanations of calculation methods, assumptions, and data sources to ensure transparency and traceability. The content of this report is compiled by the hospital’s responsible units based on internal management systems, statistical databases, administrative records, and project execution results, and is completed through cross-departmental collaboration. All disclosed information is confirmed by relevant supervisory units and reviewed through internal audit procedures before inclusion in the report to enhance accuracy, completeness, and reliability. To continuously improve the quality of sustainability information management, the hospital is progressively establishing standardized data collection processes, cross-unit data verification procedures, and internal audit mechanisms to enhance information consistency and management efficiency. Moving forward, the hospital will also continue to promote digital management and systematic integration of sustainability information to strengthen data governance capabilities and improve the quality of sustainability information disclosure.
Annual Regular Publication
Our hospital plans to establish a formal management mechanism to publish a sustainability report annually following the initial release. This report will consistently disclose achievements in promoting sustainable development and key performance indicators, as well as track the implementation status and improvement outcomes of various sustainability goals. The current report was published in September 2026, and the next sustainability report is scheduled for release in September 2027. Moving forward, we will continue to review the report’s content structure and disclosure quality promptly, in accordance with government sustainability policies, the Ministry of National Defense’s military medical system guidelines, and international trends in sustainability information disclosure, to ensure the timeliness, completeness, and comparability of the disclosed information.
This report is the first sustainability report compiled and issued by Taichung Armed Forces General Hospital. It does not involve restatements, revisions, or retrospective adjustments of previous sustainability report information; therefore, all disclosed data are based on actual operational figures from the year 2025, ensuring completeness and originality. This initial disclosure also marks the official starting point for our hospital to establish a sustainability information disclosure system. Moving forward, we will continue to accumulate annual performance data, gradually develop long-term trend analyses and cross-year performance comparison mechanisms, and enhance the effectiveness of sustainability management decision-making as well as the value of information application.
This report serves not only as a tool for disclosing sustainability information but also as a vital management platform to promote sustainable governance transformation and enhance management effectiveness within our hospital. By systematically inventorying environmental resource usage, social responsibility practices, and governance mechanisms, our hospital can more comprehensively assess the impacts of its operational activities on the environment, society, and stakeholders. This assessment provides a critical foundation for future strategic planning, risk management, and continuous improvement. Additionally, by establishing an annual disclosure system, we will continuously deepen communication and engagement with stakeholders—including patients, employees, suppliers, government agencies, and the general public—thereby increasing information transparency and responsible governance. This approach will strengthen social trust and enhance the organization’s sustainable value.
Future Outlook
In the future, our hospital will continue to strengthen its sustainable governance capabilities, progressively improve the ESG management system, and integrate enhancements in medical quality, the development of smart healthcare, optimization of resource efficiency, and the practice of social responsibility.
