3.2 Local community collaboration
Our hospital upholds the mission of “wholehearted dedication, holistic care, and the promotion of health for both military personnel and civilians.” We are committed to building a resilient, accessible, and inclusive community health support system. We continuously strengthen cooperative relationships with stakeholders, including community development associations, schools, workplaces, military organizations, and medical institutions. Through interdisciplinary integration, resource sharing, and health promotion services, we are progressively establishing a multi-level community health network to enhance regional health resilience and social welfare.
1. Mental Health Promotion and Support Network
The Central Regional Mental Health Center of our hospital was officially established on August 1, 1999, in accordance with an experimental plan issued by the Ministry of National Defense. Currently, a professional team consisting of two senior-level psychological counselors and two psychological counseling instructors operates under the principle of “serving military personnel.” They have developed a “three-tier prevention and intervention mechanism” and a “regional counseling network” for the three military branches in the central region.
To enhance the accessibility and early intervention effectiveness of mental health services, the center offers five core services: individual counseling, group counseling, psychological testing, outreach education, and counseling information. In 2025, we continued to advance the “Psychological Counseling Outreach to Grassroots Units” project, conducting 401 grassroots service sessions and serving 3,022 individuals. Additionally, we held 80 psychological health lectures, including knowledge and skills workshops for grassroots officers and counseling personnel, with a total attendance of 1,783 participants. These efforts effectively improved the psychological health literacy and self-care abilities of military personnel.
Moreover, our hospital has established cooperative referral mechanisms with 74 private psychological counseling institutions. By integrating resources across institutions, we have expanded service coverage, strengthened the regional mental health support system, and built a comprehensive and resilient psychological care network.
2. Community Cooperation and Public Healthcare Services
Our hospital actively participates in community health promotion and public service initiatives, consistently providing medical support for large-scale events and emergency medical services. In 2025, we supported eight major community events by establishing emergency medical stations and delivering immediate medical care, effectively reducing the risk of sudden medical incidents and ensuring the safety of each event.
In workplace health promotion, our hospital provides on-site health services, with medical and nursing professionals visiting workplaces to support health management, prevent occupational hazards, and implement health promotion initiatives. In 2025, we served nine partner organizations, assisting in the establishment of workplace health management systems and enhancing employee health and workplace safety.
Additionally, our hospital has long supported high-risk military training exercises by providing emergency medical rescue capabilities to ensure personnel safety and medical response capacity during training. Simultaneously, through collaboration with local governments and community organizations, we continuously enhance the effectiveness of health promotion activities, thereby improving community health awareness and resilience.
From October 15 to 22, 2025, our hospital deployed a six-person medical team to Hualien Guangfu Station to support the medical station established in response to the Huajiasa typhoon disaster. We provided immediate medical care to both military personnel and civilians. In addition to performing treatments such as wound suturing and dressing changes, we also offered vaccinations, heat injury treatments, and health consultation services, fully demonstrating our hospital’s commitment to social responsibility and its medical response capabilities during major disasters.
3. Volunteer Management and Social Participation
Our hospital prioritizes the development and effective use of volunteer service resources and actively advances the “Volunteer Team Quality and Quantity Doubling Plan.” By implementing structured recruitment, comprehensive education and training, and robust performance management systems, we continuously improve the quality and capacity of our volunteer services.
In 2025, the number of volunteers increased to 98, representing an 18.1% rise compared to the previous year. The average monthly service hours reached 1,939.13, while the turnover rate remained steady at 7.69%, indicating a highly stable and committed volunteer team.
Volunteer services encompass a wide range of areas, including outpatient guidance, patient care, companionship, and support for activities both inside and outside the hospital. These efforts not only significantly improve the efficiency of medical services but also enhance the patient experience and quality of care. In 2025, outpatient service satisfaction reached 95.54 points, demonstrating the tangible impact of volunteer services on patient satisfaction and the overall quality of medical care.
4. Performance Achievements and Future Outlook
By enhancing mental health services, fostering community medical collaboration, and integrating volunteer resources, our hospital continues to expand the social impact of healthcare while effectively strengthening regional health support capacity and social connectivity. In 2025, we conducted 401 mental health education sessions, 80 mental health lectures, 8 community event medical support sessions, provided health services to 9 workplace partner units, and completed 1 disaster medical support mission. These efforts demonstrate our hospital’s active commitment to community health promotion and social engagement.
Looking ahead, our hospital will continue to strengthen cross-domain cooperation mechanisms and community partnerships, expand the scope of mental health support networks, workplace health services, and health promotion activities. By enhancing volunteer service capacity and integrating resources, we aim to bolster community health resilience and promote social inclusion values. Our goal is to gradually establish a sustainable, community-centered medical service system that jointly advances health inclusiveness and sustainable development goals.
