2.5 Sustainable Management of Medical Environments

Facing the risks posed by climate change and the policy trend toward achieving net-zero medical emissions by 2050, our hospital has integrated climate issues into its overall governance framework and long-term operational strategy, recognizing them as key factors influencing financial stability, capital expenditure allocation, and the continuity of medical services.

Governance Level

The hospital’s executive decision-making body is responsible for overseeing the management of climate-related risks and opportunities. The Sustainable Development Committee coordinates cross-departmental integration and implementation, regularly reviewing the extent of climate risk exposure, response measures, and the effectiveness of strategy promotion to ensure that climate issues are effectively integrated into operational decisions and resource allocation.

Strategic Level

Following the recommendations of the Task Force on Climate-related Financial Disclosures (TCFD), the hospital has completed a preliminary climate scenario analysis covering various warming pathways, including 1.5°C and 2°C scenarios. This analysis evaluates the impacts on energy costs, facility operations, changes in medical demand, and extreme weather events. Based on the results, the hospital plans to implement dual-track strategies of adaptation and mitigation to enhance overall operational resilience and risk tolerance.

Currently, the hospital employs qualitative scenario analysis to assess climate risks, utilizing the Intergovernmental Panel on Climate Change (IPCC) SSP2-4.5 (moderate scenario) and SSP5-8.5 (high emission scenario) frameworks to evaluate both physical and transition risks under various scenarios. Physical risks primarily include extreme weather events, heatwaves, and their effects on medical services and facility operations. Transition risks encompass potential impacts on operating costs and investment decisions resulting from changes in energy policies, carbon pricing mechanisms, and the implementation of carbon taxes.

The hospital will gradually implement quantitative scenario analysis tools and related risk assessment methods to enhance the financial impact analysis and completeness of climate risk disclosures. It will continuously improve climate governance mechanisms to strengthen responsiveness to climate change and promote sustainable competitiveness.

Greenhouse Gas Inventory and Carbon Management

The hospital has completed the 2024 inventory in accordance with international standards (ISO 14064-1) and engaged DNV GL (DNV) for third-party verification to ensure the accuracy and consistency of inventory boundaries, emission factor selection, and calculation methods. The 2024 inventory results indicate Scope 1 emissions of 328.5680 tCO2e, primarily from stationary combustion sources and medical equipment use; Scope 2 emissions of 3,062.7279 tCO2e, with purchased electricity as the main emission source, highlighting the significant impact of the energy structure on overall carbon emissions. Total emissions amount to 3,391.2959 tCO2e, establishing the baseline for subsequent reduction performance tracking.

The 2025 greenhouse gas inventory results are as follows:

Compared to the baseline year 2024, with total emissions of 3,391.2959 tCO2e, emissions decreased by 107.2229 tCO2e, representing a reduction rate of 3.16%. This indicates that the hospital’s energy-saving management measures have demonstrated initial effectiveness. According to ISO 14064-1 standards, the materiality threshold for this report is set at less than 5% of total emissions, and the completeness and reliability of the related data meet inventory standard requirements. Using 2024 as the baseline year, the hospital has set a short-term target to reduce total carbon emissions by 10% by 2030. It is gradually establishing a performance management system focused on “carbon emission intensity” (e.g., per bed, per outpatient visit) to enhance the accuracy of carbon reduction management and decision-making capabilities. Future plans also include ongoing evaluations of the feasibility of introducing renewable energy, demand response management, and high-efficiency equipment replacements to optimize the energy use structure.

Regarding the management of indirect greenhouse gas emissions, the hospital has preliminarily identified potential significant emission sources, primarily including medical consumables and pharmaceutical procurement, employee commuting, medical waste treatment, and other value chain-related activities. Since Scope 3 emissions require data collection from both upstream and downstream supply chains, as well as cross-unit information integration, the current data collection and inventory mechanisms are still under development and improvement.

Therefore, the hospital has not disclosed Scope 3 greenhouse gas emission data for 2025 but has incorporated Scope 3 emission management into its future carbon management planning priorities. The hospital continues to assess the materiality and data availability of various emission categories and is gradually establishing comprehensive inventory boundaries, data collection mechanisms, and calculation methods. Priority data collection and management efforts are planned for the procurement of goods and services, medical waste treatment, and employee commuting emission sources.

In the future, the hospital will adhere to international standards for greenhouse gas inventories and regulatory requirements, gradually expanding the scope of Scope 3 emission management. Once data quality and inventory maturity reach a sufficient level, related emission data and management outcomes will be disclosed in sustainability reports to continuously enhance the completeness, accuracy, and transparency of carbon management disclosures. The hospital will continue to align with the national 2050 net-zero emission policy, deepen energy management and greenhouse gas reduction initiatives, progressively promote the replacement of high-energy-consuming equipment, improve energy efficiency, and develop low-carbon medical service models. Additionally, it will continuously strengthen greenhouse gas inventory and verification mechanisms, employing data-driven management to monitor carbon reduction effectiveness and steadily advance toward a low-carbon, intelligent, and sustainable healthcare system.

Infrastructure and Operational Resilience

The hospital is advancing the expansion project of the acute and critical care medical building, aiming to achieve “Gold” certification for green building standards and “Silver” certification for smart building standards. The design incorporates energy-saving system integration—such as high-efficiency air conditioning and intelligent lighting—building envelope optimization, and seismic reinforcement to enhance energy efficiency and structural resilience throughout the building’s lifecycle. Additionally, AI-powered smart medical technologies are applied to clinical decision support, patient flow management, and equipment operation monitoring to effectively reduce resource waste and improve medical service efficiency, thereby lowering carbon emissions per unit of service.

In response to structural changes in medical demand caused by an aging society, the hospital continues to enhance medical service accessibility and capacity allocation through facility upgrades, service expansion, implementation of smart medical technologies, and professional talent development strategies to reduce regional disparities in medical resources. While promoting improvements in medical quality, the hospital also integrates environmental sustainability and social responsibility into its decision-making processes, striving to build a sustainable healthcare system characterized by low carbon emissions, high resilience, and broad accessibility.
